We are holding a series of seminars on ‘Developments in Local Authority Housing Finance in England’ from September to November. This course is designed to look in depth at some of the current developments in local authority housing finance in England. It comes at a critical time with the Communities & Local Government / HM Treasury Review of the Housing Revenue Account in progress; the Housing & Regeneration Act about to be passed; the Efficiency Agenda gaining momentum and many authorities launching New Build programmes.
Who should attend:
All those with an interest in developments in local authority housing finance in England, including Senior Management and Housing Managers in Housing Authorities and Arms Length Management Organisations, Elected Members, ALMO Board Members, Housing Accountants, Civil Servants and Tenant Representatives. The course will assume a basic knowledge of local authority housing finance but will not assume that delegates are experts.
What the Course will cover:
- Communities & Local Government and Treasury Review of Housing Revenue Account – Funding Mechanisms, Housing Revenue Account rules, Costs and Standards, Rents and Service Charges.
- Housing and Regeneration Act 2008 – Implications for Local Authorities of the creation of the Homes and Communities Agency and the Office for Tenants and Social Landlords.
- Housing Green Paper – including the role of local authorities in increased ‘new build’ social housing.
- Comprehensive Spending Review and Housing Subsidy Determination 2008/09 – What this means for 2009/10 and future years.
- Achieving Efficiency and Value for Money and Sustaining Decent Homes.
- Local Area Agreements including the absorption of Supporting People into Area Based Grant
- Rent Restructuring – Convergence in 2012, 2017 or never?
- Ring Fencing – Will it be enforced more strongly or will it come to an end?
- The future for Arms Length Management Organisations after 2010?
