‘All You Want to Know about Local Authority Finance’ is a useful 98-page introduction and companion to the complex and important subject of local authority finance. It covers every aspect of local authority finance in London Boroughs, Metropolitan and Unitary authorities, County Councils and District Councils. It covers Education, Social Services, Highways and Housing; looking at revenue expenditure and capital programmes and funding from Council Tax, Business Rates and the Revenue Support Grant. It also contains a summary of the conclusions of the Lyons report.
It is designed for people who are not experts in local authority finance, but who need to understand the basics and achieve an overview of what is going on. It is suitable for elected members, non-financial managers and finance staff who have limited experience of the local authority finance and others who realise that an understanding of local authority finance can place them at an advantage!
It is not a technical guide and neither does it provide step by step instructions for people who need to prepare local authority accounts or other returns.
